The overall objective of the Capacity Development in Basic Education / CDBE-project was the improvement of education quality for all children in Kosovo by HRD measures for educational leaders, middle management and technical staff in the Ministry and its regional structures.

The Ministry of Education, Science and Technology / MEST was the main political partner of the project and as line ministry actually involved in a major national effort to implement an administrative reform, led by the Ministry of Public Administration.

Important beneficiary and recipient of training and coaching measures were the Municipal Education Directorates.

To improve the situation described above, the project intervention implemented a strategic approach that addresses both the technical aspects of communication (information flow, coordinated planning and reporting) and the cultural aspects (such as management style, leadership, etc.).

Main deliverables were:

• Advise on Organisation Development for central and decentral level on demand.
• Participatory development of needed SOP for central and decentral level.
• Need-based development, implementation and evaluation of advanced trainings on technical and cultural aspects of communication and cooperation.
• Supervise the implementation of basic trainings by local training provider.
