In the first two phases, the project concentrated on ensuring that vocational schools offer vocational training according to the labour market needs, in order to improve the employability of young people in North Eastern Albania. Main project components were as follows:

  • Matching vocational training offer with labour market demand. The development potential of the regional economic sectors was assessed in order to direct the training to the current and future demands of the regional labour market;
  • Development of practice oriented curricula, assessment and final examinations. The project rendered technical assistance to VET providers on developing innovative VET provision for enhanced employability and on improving existing VET delivery in the North Eastern regions of Albania;
  • Developing systems and capacities for innovative career guidance. The aim of career guidance in vocational schools is to introduce maximum practical knowledge on the world of work into vocational learning, for example by organising internships in enterprises or school based projects like case studies;
  • Institution and Capacity Building. Technical assistance was targeting at efficient collaboration among institutions involved directly or indirectly in VET.

In Phase III, the specific aim was to replicate experience made in the Northeastern parts on a country wide scale from 2012. The specific tasks of the project were as follows:

  • Further strengthening of the cooperation between employers and the VET system in Albania, from design of VET via implementation of practical training to employment and job placement.
  • Establishment of VET councils in each educational institution in Albania consisting of tripartite committees.
  • Country wide monitoring of implementation of the school based new career guidance and education system.
  • Further improvement of innovative and labour market oriented curricula and related practical training.
  • Policy advice and recommendation for VET system development including institution building for the NVETAQ, the VET center and qualification authority of the Ministry of Education.

Partner Institutions were the Ministry of Education, vocational schools, regional education authorities, regional and municipal chambers and associations, and the Pedagogical Institute in Tiranë.
