The German Government through KfW Development Bank has made available a loan of EUR 20 million (IM) and a grant of EUR 3 million (AM) to the Government of Georgia for investing into the construction and operation of a Center of Excellence, (CoE) as a first of its kind TVET institution in two selected priority sectors of logistics and construction.

The CoE shall perform the following functions:

  • provision of high-quality technical vocational and educational training (TVET) at international standard from crafts level up to engineering competencies, for approximately 1.200 trainees, and
  • fulfilment of additional functions within the Georgian TVET system via so-called “Hub Services” which shall support industry engagement and the TVET system as a whole.

The Implementation of the project is structured under two components:

Component I: Investment Measure (Infrastructure)

  • Construction of a CoE in an energy efficient way in the “Education and Science City” in the district of Didi Digomi in Tbilisi. The greenfield investment will follow a green school concept and shall serve as an inspiring example for the vocational education sector
  • Selection of CoE network partners from existing schools in Georgia for additional investments to upgrade workshop facilities
  • Procurement, delivery and installation of training equipment and materials for the CoE and its network partners, offering highest quality education and training facilities equipped with advanced technology
  • Consulting services for planning, design, tendering, monitoring and implementation of the investments

Component II: Accompanying Measure (Strategy Development and Capacity Building)

  • Advisory services in strategy development, CoE institution building and creating the necessary framework conditions to establish the CoE
  • Capacity building activities on: establishment and institution building of the CoE, institutional development planning, private sector engagement, staff recruitment and training, curricula development
  • Establishment of both TVET programs at the CoE and hub functions for the TVET sector in the two sectors
  • Advisory support for the management of the CoE throughout a period of up to 2 years after the completion of the infrastructure investment
