On behalf of the Indonesian Government and the German Federal Ministry for Economic Cooperation and Development (BMZ), the Indonesian Coordinating Ministry for Economic Affairs (CMEA) together with GIZ as implementingagency established a joint project.

TSR has been designed to address current and future challenges constraining the effectiveness of Indonesian TVET.  Operating at the national level, TSR consists of three fields of activity:

  1. TVET coordination and TVET policy in aligning and regulating roles and initiatives of private and public actors within the TVET system;
  2. Collaboration with the private sector in enhancing their engagement in TVET development;
  3. Provision of advisory services to create suitable conditions for upscaling successful models and instruments to increase the relevance of TVET for the labour market.

All three fields of activity are designed to provide a platform for strong participation by the private sector in all key facets of Indonesia’s TVET system moving towards what will increasingly become characterised as a modern, integrated and well-coordinated industry lead, demand-driven approach to vocational education and training across the archipelago.

Overall, TSR is managed and coordinated under the auspices of the TSR Steering Committee comprising CMEA, the National Development Planning Agency (Bappenas), the Indonesian Chamber of Commerce and Industry (Kadin), and the Coordinating Ministry for Human Development and Culture (Kemenko PMK).
