The INFPP is an infrastructural rehabilitation project that addresses three key objectives of the National Development Plan:

  • Promoting sustainable structural and economic transformations
  • Restore and rehabilitate the site's infrastructure to improve training and employment prospects
  • Amend the governance of inclusive and social economic development

KfW plans to support PAFPE IV and to finance the restoration, rehabilitation and development of the two INFPP sites in Lomé and Kara. The design of Phase IV of the project is based on documents provided by the INFPP, the preliminary results from the feasibility study, and discussions that took place during the KfW assessment mission. The PAFPE IV project will provide funding for the INFPP infrastructure and equipment. Investments are also planned for the development and implementation of a training concept for the ETFP trainers, covering both technical and teaching skills. In addition, the development of a network of partners (centres and companies) will be promoted as part of the project.

The project consists of three main components:

  • Component 1 : Support for the construction and rehabilitation of the present infrastructure
  • Component 2 : Acquisition of equipment and digital systems 
  • Component 3 : Advisory services and accompanying measures. 

This preparatory project of restructuration of the INFPP focusses on component 1 and 2.

The implementation and accompanying measures (component 3) will be the subject of a separate recruitment process for an International Consultant.

The guidelines and orientations of German Cooperation prioritise inclusive development in all its forms, and these principles will be applied during the implementation of the project and the resulting deliverables.
