The Skills Development for a Green Economy Programme II (SD4GE II) supports a structural change towards more employment-oriented dual Technical Vocational Education and Training (TVET) approaches in South Africa. It supports

  • The collaboration between private and public stakeholders to promote dual training approaches,
  • The implementation of the Dual System Pilot Project (DSPP) for electricians and plumbers and its transfer into the national VET & Skills Development system as a regular delivery mechanism for new occupational programmes to create Artisans of the 21st century, and
  • The strengthening of capacities of VET personnel (lecturers/facilitators/management at TVET colleges and mentors/in-company trainers in companies).

The objective is to strengthen a sustainable basis for cooperative vocational education & training in South Africa and to contribute to the development of dual training models involving actors from both the private sector and the public TVET sector.

Main tasks to be implemented

  1. Develop a modular gender-sensitive training concept for a capacity building process for TVET lecturers and facilitators for both Electrician and Plumbing Trades
  2. Capacitating of TVET lecturers and facilitators of dual occupational programmes
  3. Develop a mechanism for the professional registration of lecturers/facilitators for dual training programmes with relevant industry associations and professional bodies
  4. Review of the existing QCTO occupational qualifications and design future-oriented QCTO occupational qualifications/curricula & National Occupational curriculum content (NOCCs) for electricians and plumbers to be aligned to 21st century & industry requirements
  5. Introduce a competence profile for TVET lecturers / facilitators
  6. Assessment mechanism development and implementation for dual occupational programmes at TVET colleges
