The objective of the project is: "Through effective implementation of decentralization and efficient state and local government, the investment opportunities and access to basic services for the population improve." Main location is the capital Yaoundé. Regional sites are the four regions of Extreme North, West, East and Center.

To achieve the objective, three components shall contribute:

  1. Efficient and effective implementation of the decentralization policy.
  2. Optimization of the investment planning process (PPBS) at the local level and improving local economic conditions.
  3. Good local governance and improved urban basic services.

The project acts as part of the TA programme focusing on "decentralization, local development and governance", in cooperation with KfW. It also works in close coordination with the second GIZ project that focuses the national level in the formulation and implementation of such subjects as the reform of public finances, improving the national procurement system and monitoring of the national development strategy advises.

PEM CONSULT provides, in cooperation with Ambero Consulting GmbH as lead firm, international and national long and short-term expertise for the GIZ programme since September 2012 for a duration of 40 months.
