KfW, on behalf of the German government, is currently implementing two phases of the project “Vocational Training in the Eastern Partnership,” with a total allocated budget of EUR 40.5 million. Complementing these efforts, the European Investment Bank (EIB) extended a loan amounting to EUR 58 million for the construction of 7 further CoEs. The objective of the project “Vocational Training in the Eastern Partnership” (phases I and II) is to establish CoEs providing labour market-relevant, high-quality, and practice-oriented vocational training and enhance the employability of graduates. The primary objective of this feasibility study (FS) is to provide a feasible project proposal for an FC-investment in developing VET institutions into Centers of Excellence (CoE). For this, the FS is to conduct an analysis of the current framework conditions within Ukraine’s vocational education and training (VET) sector and the labour market, with consideration of the ongoing impacts of the Russian aggression. This analysis will serve as the foundation for updating and refining the concept for transforming VET schools into CoEs in preparation for the upcoming Phase III of the Project Vocational training in the Eastern Partnership
