The project addresses challenges in Vocational Education and Training (VET) and Labour Market field, with actions directed at:

1. Strengthening the labour market-oriented vocational training reform in strategic and procedural level

2. Enhancing the quality of dual vocational education with an emphasis on green and digital transformation as well as gender equality.

The predecessor module of "Fit for Jobs" supported the implementation of cooperative training through closely supporting collaborations between vocational schools and companies for implementation of the work-based learning (WBL); and, from 2023, the implementation of the DUAL VET. The current "Fit for Jobs" module will continue to address challenges in the VET and labour market sectors, while integrating of green and digital transition in Kosovo.

Expertise required:

1. Team Leader:

  • Education: university degree (German ‘Diplom’/Master) in Vocational Education, Economics, Management, Social Sciences or Engineering
  • Language: proficiency in English language skills, level C1
  • General professional experience: 10 years of professional experience in the field of vocational education, training, policy advice, curriculum development and continuing professional development, including 3 years in an international context
  • Specific professional experience: 5 years of professional experience in the development and implementation of cooperative vocational education and training models in partnerships between public vocational schools and the private sector
  • Leadership/management experience: 3 years of management experience as a team leader in projects or a manager at a company
  • Regional experience: 1 year of experience in projects in the Balkan Region
  • Development cooperation experience: 2 years of experience in DC projects
  • Other: 2 years Experience in Green skills and green transition

2. Deputy team leader – local expert:

  • Education: university degree (German ‘Diplom’/Master) in Vocational Education, Economics, Management, Social Sciences or Engineering
  • Language: proficiency in English language skills, level C1
  • General professional experience: 10 years of professional experience in the field of vocational education, training, policy advice, curriculum development and continuing professional development, including 3 years in an international context
  • Specific professional experience: 5 years of professional experience in the development and implementation of cooperative vocational education and training models in partnerships between public vocational schools and the private sector
  • Leadership/management experience: 3 years of management experience as a team leader in projects or a manager at a company
  • Regional experience: 1 year of experience in projects in the Balkan Region
  • Development cooperation experience: 2 years of experience in DC projects
  • Other: 1 year Experience in Green skills and green transition

3. Key expert 1 – local expert, VET Strategy and Greening Integration

  • Education: university degree (Master or equivalent) in Education Policy, Sustainability, Environmental Studies, Economics, Vocational Education, or related fields.
  • Language: Proficiency in English, level C1
  • General Professional Experience: 7 years of professional experience in the field of vocational education, education policy development, or strategic planning in education.
  • Specific Professional Experience: 5 years of experience in strategic development of education sector plans or VET policy documents, including the integration of sustainability and green skills.
  • Regional Experience: 2 years experience in Southeast Europe or countries in transition
  • Other: 3 years of proven expertise in green transition in education, including knowledge of circular economy, sustainability indicators, and environmental mainstreaming in policy documents.

    4. Key expert 2 – sustainability:

    • Education: university degree (German ‘Diplom’/Master) in Sustainability Management, Vocational Education, Economics, Social Sciences, Environment, or Engineering
    • Language: proficiency in English language skills, level C1
    • General professional experience: 5 years of professional experience in the field of vocational education, sustainable education, curriculum development and continuing professional development
    • Specific professional experience: 3 years of professional experience in the development and implementation of cooperative vocational education and training models in partnerships between public vocational schools and the private sector
    • Other: 1 year experience in sustainable education, green skills and green transition

    5. Key expert 3 – expert for food technology:

    • Education: university degree (German ‘Diplom’/Master) in Sustainability Management, Vocational Education, Economics, Social Sciences, Environment, or Engineering
    • Language: proficiency in English language skills, level C1
    • General professional experience: 5 years of professional experience in the field of vocational education, sustainable education, curriculum development and continuing professional development
    • Specific professional experience: 3 years of professional experience in the development and implementation of cooperative vocational education and training models in partnerships between public vocational schools and the private sector
    • Other: 1 year experience in sustainable education, green skills and green transition

    6. Key expert 4 – expert for mechatronics

    • Education: university degree (German ‘Diplom’/Master) in Mechatronics, Vocational Education, Engineering or Environment
    • Language: proficiency in English language skills, level C1
    • General professional experience: 7 years of professional experience in the field of Technical and vocational education, Mechatronics, curriculum development and continuing professional development
    • Specific professional experience: 5 years of professional experience in the development and implementation of cooperative vocational education and training models in partnerships between public vocational schools and the private sector
    • Other: 1 year experience in sustainable education, green skills and green transition

    7. Short-term expert pool (local experts):

    • Education: university degree (German ‘Diplom’/Master) in Education, Vocational Education, Social Sciences, Engineering or Environment
    • Language: proficiency in English language skills, level B2
    • General professional experience: 5 years of professional experience in the field of technical and vocational education, teaching and learning, Kosovo Education System
    • Specific professional experience: 3 years of professional experience in the development and implementation of curricula for VET, teacher training, development of training programmes, teaching and learning methodology.
    •  Other: 1 year experience in sustainable education, green skills and green transition
