Viet Nam: Start of a new Programme to establish a Green CoE at the VCMI
In December 2019, PEM CONSULT started its activities for “Programme Reform of Technical and Vocational Education and Training (TVET) – Centre of Excellence (CoE) for ‘Green’ TVET” at the Campus of the Vocational College of Machinery and Irrigation (VCMI), which is the Programme Executing Agency (PEA) and responsible for the overall management of this Programme.
The Programme is part of the German Financial Cooperation (FC) with the Socialist Republic of Viet Nam.
The objective is the establishment of labour market oriented vocational training in “green jobs” following international standards. Specifically, a CoE for ‘Green’ TVET shall be established at the VCMI in Dong Nai province, which shall act as hub for national and international networks for "Green(ing)” TVET with special focus on the ASEAN countries in particular CLMV countries.
For that purpose, KfW made available a loan of EUR 9.1 million, which shall finance the following measures at the VCMI:
- Construction of additional Green TVET buildings (hosting workshops, classrooms and an information centre);
- Procurement, delivery and installation of machines, training equipment and teaching materials for VCMI and related initial training provided by the suppliers; and
- Consulting services for planning and implementation of the FC component.
In the course of the Programme’s start-up activities and for the mutual understanding on the measures and to preliminary agree on the conceptual design (see tentative elevation), an Inception Workshop was conducted on 20/03/2020 with VCMI, GIZ and PEM CONSULT as Implementation Consultant at the premises of the VCMI.
