The assignment contributes to the implementation of the project “Inclusion of Roma and other marginalised groups in Serbia” and to the fulfilment of project outcome, which is specified as: "The framework for the implementation of the "National Strategy for the Social Inclusion of Roma in the Republic of Serbia 2016-2025", in particular structures for implementation as well as corresponding mechanisms and social attitudes, has been improved.".The actual implementation of the Roma Strategy is to take place/ takes place at local level in the municipalities. The contractor shall perform at local level where employment potentials are and/or will be identified in the course of implementation. If implementation at the local level is overlapping with the implementation of other activities of the GIZ project, close coordination of the project activities is required.   

The contractor shall significantly contribute to the achievement of Output 3: "The implementation of the objectives and targets of the National Strategy in selected municipalities is improved" aims to improve the implementation of the objectives and targets of the Roma Strategy on the local level." . This mandate focuses on taking up the approaches and working with cooperation partners of the former project on Youth Employment Promotion (YEP). It involves gained experiences and lessons learnt for implementation of ALMMs (active labour market measures) in Serbia, in particular employment measures for young Roma and other marginalised groups. The envisaged measures and services shall be aimed at supporting the target group in entering the world of work and may include further education by training and mentoring of them in the fields of career guidance and counselling, transition from school to work, specific technical/vocational skills, entrepreneurship skills, work-based learning, internships, active job search and job placement.

 

Experts' Profiles:

1. Team Leader (Int. STE)

Tasks

  • Overall responsibility for the package of the contractor (steering the implementation and coordination)
  • Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the GIZ project at local and national level
  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners in the output area 3 as specified in  section 2 of the ToRs
  • Personnel management, in particular identifying the need for shortterm assignments within the available budget, as well as planning and steering assignments and supporting local and short-term experts
  • Ensuring results monitoring is conducted
  • Regular reporting in accordance with deadlines agreed with the GIZ project
  • Supporting the officer responsible for the commission in updating/ adapting the project strategy and in evaluations

Qualifications

  • Education/training: University qualification (German ‘Diplom’ or Master or equivalent) in business, economics, or other social sciences
  • Language: Good business language skills in English (level C1) spoken and written
  • General professional experience: 15 years of professional experience in employment promotion and income generation for vulnerable groups
  • Specific professional experience: 10 years in promotion of entrepreneurship, business startups, small business promotion, business development services, and/ or local/ regional economic promotion
  • Leadership/management experience: 6 years of management/ leadership experience as project team leader or manager in a company
  • Regional experience: 5 years of international experience in transition, emerging and/ or developing countries
  • Development Cooperation (DC) experience: 3 years of experience related to DC projects
  • Other: 2 years working experience with assistance to Roma and/ or returnees

 

2. Long-term Senior National Expert 1

Tasks

  • Planning, implementation and monitoring of ALMM for Roma and returnees in line with the GIZ project requirements and on the basis of the measures developed by the former YEP project
  • Responsibility for implementing the package of the contractor on a dayto-day basis in the Republic of Serbia (office base: Belgrade, office of the GIZ project)
  • Ensuring the day-to-day coordination of the services of the contractor with other services delivered by the GIZ project at local and national level
  • Dayto-day implementation, planning, monitoring and evaluation of capacity development measures for local partners in the output area 3 as specified in section 2 of the ToRs
  • organisation of specific ALMM activities at the local level, in coordination with local stakeholders (substantial travel may be required)
  • Planning and steering, and following up on assignments and supporting local and international shortterm experts deployed by the contractor
  • Routine monitoring of contractor's results
  • Contributions to regular reporting in accordance with deadlines agreed with the GIZ project

Qualifications

  • Education/training: University qualification in business, economics, or other social sciences
  • Language: Native or excellent language skills in Serbian spoken and written, good business language skills in English (level B2) spoken and written
  • General professional experience: 5 years of professional experience in the provision and organisation of training measures, project and/ or small business management
  • Specific professional experience: 5 years in employment promotion and/ or promotion of entrepreneurship, business startups, small business promotion, business development services, and/ or local/ regional economic promotion
  • Leadership/management experience: not required
  • Regional experience: 5 years of working experience in the Republic of Serbia
  • Development Cooperation (DC) experience: not required
  • Other: 3 years working experience with assistance to Roma and/ or returnees

 

3. Long-term National Expert 2

Tasks

  • Planning, implementation and monitoring of ALMM for Roma and returnees in line with the GIZ project requirements and on the basis of the measures developed by the former YEP project

  • Regional experience: 5 years of working experience in the Republic of Serbia
  • Development Cooperation (DC) experience: not required
  • Other: 1 years working experience with assistance to Roma and/ or returnees experience with assistance to Roma and/ or returnees

 

4. National Short-term Expert Pool

  • Implementation of (improved) target group oriented ALMMs:
    • Implementation of short-term practical skills trainings and qualification measures;
    •  Organisation of internships;
    • Support to start-ups and business mentoring for target group members who are starting or running own business;
    • Development and implementation of new target-oriented employment measures.

Qualifications

  • Education/training: University qualification in business, economics, or other social sciences (or comparable qualification)
  • Language: Native or excellent language skills in Serbian spoken and written, good business language skills in English (level B1) spoken and written
  • General professional experience: 75% of all experts should have 2 years of professional experience in employment promotion measures and the provision and organisation of different education, qualification and training measures
  • Specific professional experience: 25% of all experts should have 2 years of professional experience in the promotion of entrepreneurship, business startups, small business management, business development services, and/or local/regional economic promotion
  • Regional experience: 2 years of working experience in the Republic of Serbia
  • Development Cooperation (DC) experience: not required
  • Other: 1 year of working experience with assistance to Roma and/ or returnees
