Germany boots Vocation Education Training in Laos

German government looks to further support the Teacher Training Programme under the Vocational Education and Training in Laos-Financial Cooperation (VELA-FC) Project in Laos.

This information was outlined during the training programme on a related issue, implemented by KfW Development Bank, a German government-owned development bank, launched in Vientiane on September 18.

The launching ceremony was chaired by the Director General of the Technical and Vocational Education Department under the Ministry of Education and Sports Mr Nouphanh Outsa, the Country Director of KfW Development Bank Mr Lorenz Gessner and the Team of the Implementing Consultant, PEM Consult from Germany.

The VELA-FC project is implemented under the German Cooperation and has two main components: The first component consists of the extension and rehabilitation of the Technical and Vocational Education Training (TVET) Schools in Bokeo and Borikhamxay provinces and of the Vocational Education Development Institute in Vientiane.

The supply of training at the TVET schools in Bokeo, Bolikhamsay and VEDI is improved qualitatively as well as quantitatively and adapted to the demand of the local labour market. These three institutions will further receive support in form of provision of vocational training equipment, according to PEM Consult.

The second component is the training of TVET teachers and managers from all TVET schools supported by the German government last year. The teacher training component is focusing on in-service teacher training in the fields of technical, management and methodology training. The training activities will support the project schools of the previous German government funded programme VTP I - IV and the VELA-FC institutes to utilize and maintain the delivered equipment in a sustainable way. Further, the equipment will be included in the regular training and the schools' curricula.

Additional management training will support the institutes to improve the image of Vocational Education at the institutes concerned. Workshop and maintenance management, human resource development and budget planning are other topics for the management of the vocational schools.

In total, it is planned to train approximately 700 participants from three institutions who will attend up to 50 trainings in 22 technical fields, four managerial and three methodology programmes. The overall budget for the scholarship component is amounting to up to euro 800,000.

The training duration varies between 2-4 weeks. Training fees, travel costs and per diems for the participants will be borne by a scholarship fund. Implementation period of these activities will be between September 2017 and March 2018.
