The overarching objective of the German-Namibian cooperation with a focus on sustainable economic development is broad-based economic growth, supported by the private sector. The immediate programme objective is to improve the conditions for entrepreneurial activity in Namibia. To this end, German development cooperation works - in particular at the political level - to support coordinated policies for industrial development, financial sector development and local economic development policies. The Technical Cooperation Module (TC-Module) “Start-up Namibia” aims to sustainably improve the conditions for the founding of enterprises and business growth. The module contributes to the overall improvement of entrepreneurial activity in Namibia by improving service offerings for founders and for micro, small and medium-sized enterprises (MSMEs).

The TC module contributes to the sustainable improvement of the preconditions for start-ups and company growth. The project has a micro- and meso-level approach. On the micro-level, entrepreneurial capacities of start-ups and entrepreneurs are strengthened. On the meso-level, service providers are supported in the design, development and marketing of trainings, as well as in their consultancy and cooperation offers.

 

Experts' Profiles:

1. Team Leader / General Manager of the Start-up Centre

Tasks

  • Advisory package of the contractor, including fulfilment of indicators linked to the activities and outputs under the contractor’s scope of work
  • Management of the Start-up Centre
  • Development of a sustainable business model for the Start-up Centre
  • Personnel management, including identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
  • Ensuring results monitoring is conducted
  • Regular reporting in accordance with deadlines
  • Controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Maintaining contact to other donors and the German embassy 

Qualifications

  • Education/training: University qualification in Business Administration, Economics or equal relevant working experience  
  • Language: Excellent business language skills in English General professional experience: 5 years of professional experience in the economic development sector or start-up ecosystem
  • Specific professional experience: 5 years in managing a Start-up Centre or equivalent organisation with a sustainable business model
  • Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company/ organization
  • Regional experience: 2 years of experience in projects in Africa
  • Other: soft skills: entrepreneurial mindset, taking initiative, innovation-driven.

 

2. Expert 1: Business Developer and Sales: Developing Sustainable Business Model for Start-up Centre

Tasks

  • Development of a sustainable business model for the Start-up Centre
  • Development of products and revenue streams
  • Sales: Administration of the general sales process
  • Design and commercialisation of projects
  • Development of new alliances and partnerships and identification of business partners
  • Customer Relationship Management

Qualifications

  • Education/training: University qualification in Business Administration, Economics or equal relevant working experience  
  • Language: Excellent business language skills in English
  • General professional experience: 5 years of professional experience in the economic development sector, or start-up ecosystem
  • Specific professional experience: 3 years of professional experience in setting up a sustainable business model for service providers in the start-up ecosystem, developing revenue streams for start-up incubators or similar organisations, experience in sales
  • Regional experience: 2 years of experience in projects in Africa
  • Other soft skills: entrepreneurial mindset, taking initiative, innovation-driven.

 

3. Long-term Expert Pool

Tasks

  • Capacity development & training: design and implement the capacity building and skills development strategy for Start-ups at the Start-up Centre
  • Communication & marketing: oversee and implement all internal and external communications for the Start-up Centre
  • Regional outreach: implement the regional outreach of the Start-up Centre in 4 regions of Namibia, with mobile outreach units
  • Community management: Establish, strengthen and expand the Start-up community in Namibia
  • Maker-space: run the maker-space of the Start-up Centre, including regular makerspace & tool specific inductions
  • ICT & digital: ensure the Start-up Center’s ability to use digital technology, communication tools, and/or networks appropriately to solve information problems in order to function in an information society

Qualifications

  • Education/training: all experts with relevant qualifications in their respective fields
  • Very good language skills in English, and local languages for regional outreach
  • General professional experience: at least 3 experts with three years working experience in economic development, private sector development, SME promotion or business incubation, or innovation management;  
  • Specific professional experience:
    • at least 1 expert with two years proven work experience as a training coordinator, trainer, training facilitator or similar role
    • at least 1 expert with professional knowledge of a range of digital and analogue fabrication methods and processes, and specific experience and demonstrable proficiency in at least four of the following technical areas; 3D Printers, Laser Cutters (Hobby & Industrial), CNC Routers/Mills, Model Making, Carpentry/Woodworking, Metal Fabrication & Cold Work, Sewing & Embroidery  
    • at least 1 expert with two years proven working experience in the ICT sector
    • at least 1 expert with two years proven working experience in communication, marketing or similar field
    • experience of human centred design thinking an advantage
  • Regional experience: at least 4 experts with knowledge of the Namibian market and local expertise
  • Other: In addition to their specialist qualifications, the following qualifications are required of all team members: entrepreneurial mindset, taking initiative, innovation-driven.

 

4. Short-term Expert Pool

Technical support of the Team Leader, Business Developer and Long-term Experts where needed.

Qualifications

  • Relevant qualifications in their respective fields
  • At least 5 years of experience in private sector development, start-up incubation, start-up finance, innovation management or similar field
  • Client and partner orientation, efficient work practices, interdisciplinary thinking and innovative approaches are mandatory
  • Fluency in English
