In 2021, PME (Programm Migration für Entwicklung  - Migration for Development Programme) will open its Advisory Centre in The Gambia and expand its portfolio to support the labour market reintegration of returning migrants as well as the creation of prospects for economic and social participation for returnees as well as the local population. The Advisory Centre will offer individual advice to the target group in the holistic way with an integrated and decentralized approach. Starting in the Greater Banjul Area, Advisory Centre satellites are planned to be established in at least three important regions (Lower River Region, Central River Region and North Bank;  expansion to other regions possible, if deemed relevant). To avoid duplication of offers and activate synergies with local institutions in the area of career guidance, employment promotion, technical and vocational education and training (TVET), business development and psychosocial support, PME will integrate its services with local institutions located in the areas mentioned above.

The purpose of this project is to support the Advisory Centre and the development of its services with the design and implementation of (pilot) activities for the target groups, the necessary capacity development measures for PME staff and the national partner institutions as well as the overall improvement/expansion of career guidance and employment promotion measures. The Programme will closely cooperate with its national partner, the Ministry for Trade, Industry, Regional Integration and Employment (MOTIE). PME will support its national partner through capacity development and assist in strengthening MOTIE’s capacity to improve national employment services in general and to create income opportunities in particular.

The project will address the three following work packages:
1. Providing support to the PME Reintegration and Career Guidance Services and implementing pilot employment promotion measures in consultation with PME local staff and partners.
2. Providing capacity development for the National Partner of GIZ PME in the implementation of the National Employment Strategy, Job Fairs and the effective coordination of local actors in the field of employment promotion.
3. Providing support to various TVET institutions and career guidance services to expand the training offers of the Advisory Centre.

The measures developed within the tasks shall at all times address (a) female participation in the labour market and develop specific approaches to address this issue and (b) the foreseen need to develop and introduce digital offers and digital solutions (not in exchange for current measures, but in addition). If not otherwise specified, all measures shall aim to have at least 30 % female participation. Special attention shall be awarded to returnees from Germany and third countries whenever possible, while the “Do No Harm” approach needs to be followed at all times.

Experts' Profiles:

1. Team Leader (National / Regional Long-Term Expert based in Banjul)

  • Master’s Degree or higher in Business Administration, Economics, Management, Social Sciences or another relevant /comparable field
  • Advanced Language skills in English (C1 of the Common European Framework of Reference for Languages)
  • 10 years of professional experience in the field of Employment Promotion, Career Guidance and/or MSME and Entrepreneurship Development
  • 3 years of professional experience in conceptualization and implementation of training and employment promotion measures and 3 years of professional experience in an advisory / consulting function to government institutions
  • 10 years of leadership experience as team leader in projects or manager in a company
  • 5 years of work experience in international context
  • 3 years of experience in DC-projects
  • 2 years of experience in financial management
  • Proven analytical and report writing skills.

2. National Long Term Expert (based in Banjul)

  • University qualification (Diplom/Master) in Economics, Social Sciences or another relevant and comparable field
  • Advanced Language skills in English (C1 of the Common European Framework of Reference for Languages)
  • 10 years of professional experience in the field of Employment Promotion, Career Guidance and/or MSME and Entrepreneurship Development
  • 3 years of professional experience in conceptualization and implementation of training and employment promotion measures and 3 years of professional experience in an advisory / consulting function to government institutions
  • 2 years of experience in DC-projects
  • 5 years of experience working with vulnerable or marginalized groups, especially migrants, returnees or rural youth

3. National Short Term Expert Pool

  • Master’s Degree or higher in Business, Economy, Social Science or another relevant and comparable field
  • Advanced English language skills (C1) in the Common European Framework of Reference for Languages
  • General professional experience:
  • 1 expert with 10 years of experience in training didactics and implementing training of trainers
  • 2 experts with 10 years of experience in career guidance, job preparation and soft skills training for youth
  • 1 expert with 10 years of experience in employment promotion, labour market analysis and profiling of jobseekers
  • 1 expert with 10 years of experience in scientific studies and research
  • Specific professional experience:
  • 2 experts with 3 years of experience in designing and conducting training and training-of-trainer measures, including curricula development and the development of trainer and trainee materials, and 3 years of experience in monitoring and evaluation of training measures
  • 1 expert with 5 years of experience in training and capacity development for employment-related advisory services for vulnerable groups and returnees.
  • 1 expert with 5 years of experience and knowledge of business development measures for MSMEs, in providing business development and entrepreneurship trainings for business owners and (potential) entrepreneurs and experience in advising on regulatory amendments to create a business environment conducive to entrepreneurship and innovation
  • 1 expert with 5 years of experience in designing, implementing and evaluating measures and instruments for monitoring and analysis, including experience in conducting tracer studies and including 1 year of experience in monitoring and evaluation.
  • Professional experience outside of The Gambia

4. International Short Term Expert Pool

  • University degree (Diploma/Master) in Economy, Social Sciences, Education, Social Work or comparable
  • Advanced English language skills (C1) in the Common European Framework of Reference for Languages
  • General professional experience
  • 1 expert with with 10 years of experience in training didactics, including 3 years of experience in the conceptualization of Training-of-Trainers concepts in the area of Employment Promotion, Career Guidance and/or Soft / Life Skills training
  • 1 expert with 10 years of experience in providing Employment Promotion policy advice to high-level political decision-makers or comparable government agencies
  • 1 expert with 5 years of experience in conceptualizing and implementing Career Guidance and/or Employment Promotion measures jointly with government agencies or public training institutes in the Sub-Saharan context
  • 1 expert with at least 5 years of experience in Monitoring and Evaluation in development cooperation projects or a comparable context including experience in designing and implementing employment-oriented Tracer Studies
  • Specific professional experience
  • 1 expert with 2 years of experience in conceptualizing and implementing training measures for African youth and rural population; experience interacting with vulnerable and disadvantaged groups as well as returnees
  • 1 expert with 5 years of experience in working and interacting with high-level government decision-makers in the field of national employment policies and strategies; including 2 years of experience working in the framework of government decision-making and legislative processes in Western Africa
  • 1 expert with 5 years of experience interacting with government agencies, public training institutes or comparable institutions in a (West) African context

5. National Short-Term Senior Expert
