The Kosovar education and vocational training system is characterized by a lack of practical experience and involvement of the private sector. In addition, it does not prepare young students for the world of work in the sense of adequate career guidance and counseling. As a result, young Kosovars are often inadequately or poorly qualified, which is reflected in high youth unemployment.

The "Fit for Jobs" project starts at the lower secondary school level with vocational orientation and vocational preparation measures and continues these in the area of vocational education (technical secondary schools). 

In order to improve the employability of Kosovar youth, the individual and organizational capacities of schools, the Kosovar Employment Agency and local employment offices, and private sector companies and institutions will be promoted. The active engagement of companies in vocational training, the introduction of school development plans, the integration of labor market-relevant regular and extracurricular offerings in secondary and vocational schools, and the organization and development of the employment agency support the reforms in the partner organizations. Systemic integration is achieved by providing policy advice on the design of strategies, laws and regulations, and by initiating and supporting cooperation mechanisms between relevant governmental and non-governmental actors. A particular focus of project activities is to support the reintegration of returnees. 

 

Experts' Profiles:

1. Team Leader (int.)

  • University qualification (Diplom/Master) in vocational education, pedagogy, business, engineering or social sciences
  • Language skills in English (C1 of the Common European Framework of Reference for Languages)
  • 10 years of professional experience in the vocational education and training sector, incl. 3 years in an international context
  • 7 years of professional experience in the development and implementation of cooperative vocational education models in collaboration between public vocational schools and the private sector
  • 5 years of leadership experience as team leader in projects or manager in companies
  • 2 years of work experience in the Western Balkans region, incl. 1 year in Kosovo
  • 5 years of experience in DC-projects
  • 1 year experience with competency-based standards, curriculum, and assessment certification processes.
  • Proven analytical and report writing skills.

2. Deputy Team Leader (nat.) / Specialist for cooperative training between school and company

  • University qualification (Diplom/Master) in vocational education, pedagogy, business, engineering or social sciences
  • Albanian (C2), English (C1)
  • 10 years of professional experience in the vocational training sector in Kosovo
  • 5 years of professional experience with approaches to cooperative vocational education models in collaboration between public vocational schools and the private sector
  • 3 years of leadership experience as team leader in projects or manager in companies
  • 5 years of experience in DC-projects

 

 

3. International Expert Pool

  • University degree (Diploma/Master) in a field relevant to the area of assignment and related to vocational training, e.g. vocational education or comparable degree in social or economic sciences
  • English (C1)
  • 1 expert with 8 years of professional experience in the vocational education sector, incl. 3 years in an international context, 1 expert with 8 years of professional experience in the cooperative/dual education sector in a corporate context, incl. 3 years in an international context, 1 expert with 10 years of strategy development in a vocational education context, incl. 5 years in an international context
  • 1 expert with 5 years of professional experience in education and training of vocational school teachers and other vocational training professionals, 1 expert with 5 years of professional experience in in-company education and training, 1 expert with 5 years of professional experience in the design and implementation of vocational training approaches from a policy perspective and an administrative perspective
  • 2 experts each with 2 years of training or work experience in the Western Balkans region
  • 2 experts with 5 years of DC experience each

4. National Expert Pool

  • University degree (Diploma/Master) in a field relevant to the area of assignment and related to vocational training, e.g. vocational education or comparable degree in social or economic sciences
  • Albanian (C2) and English (B2)
  • 3 years of professional experience in the vocational education and training sector
  • 2 experts with 3 years of professional experience as vocational school teachers or company trainers, 2 experts with 5 years of professional experience in advising ministries and companies on vocational education and training
