The required services are to be provided in the framework of project “KSV/020 – Support to Vocational Education and Training (VET) Reform in Kosovo – Phase 2” receiving financial support from the Governments of the Republic of Kosovo and the Grand Duchy of Luxembourg. The Project represents the second phase of support in the process of implementation of the VET reform in Kosovo lead by the Ministry of Education, Science and Technology (MEST). The general objective of this intervention is the provision of support for the creation of a technical workforce that is relevant to the social and economic development of Kosovo through the improvement of the TVET system and delivery during the next four years of its implementation period. This will be achieved through the institutionalization of the results achieved by project KSV/015, intervening in the TVET sector at a national level, and improving the overall institutional and financial sustainability of the sector.

The Project has conducted an in-depth process of investigation for the selections of potential beneficiary VET Schools in Kosovo and has consecutively agreed with the MEST and the related municipalities on the means of the support to be provided. In the specific case of the CoC in ICT, the Project identified after consultation with the MEST and the Municipality of Pristina, the Gjin Gazulli VET School as the most adequate beneficiary to be upgraded to the level of Centre of Competence.

The upgrade will receive the full support of the Project in two main components. Firstly, the construction/renovation of the current “Gjin Gazulli” technical school building as per most innovative international building standards. Secondly, the selection of ICT profiles representing a priority for the development of the ICT sector in Kosovo, that will receive support in the process of development of qualification components such as: OS, curricula, TLM and capacity development of the management and teachers.

In line with the activities planned under this contract, KSV/020 will support the development of new Occupational Standards (OS), Curricula, provision of Teaching and Learning Materials, trainings for teachers and instructors for the new ICT CoC in Pristina. Above mentioned components will be developed on the base of a labour market demand driven approach.  In collaboration with selected external partners and service providers, the qualifications will be developed on the base of new OS that will reflect the real need of the local and international labour market. The curricula will be designed to create an optimal balance of theory and practice that will allow the students to be potentially absorbed by the labour market immediately after the graduation, with some minor cases of programs oriented to continuation in higher education. The teaching and learning material will be provided and accessible to students at the most convenient cost possible, and striving financial sustainability of the school. Whenever is reachable, the quality of education will have to be as much as possible aligned to European or international standards.

 

Experts' Profiles:

Expert 1: Project Manager

  • Qualifications and skills: Master Degree in the field of IT, Business Administration, Management or any related field
  • General professional experience: at least 8 years of professional management experience in the field of IT and/or education
  • Specific professional experience: at least 5 years of professional experience in the development sector, preferably with international organizations supporting vocational education
  • Language requirements: English language - C2 level

Expert 2: School Development Manager

  • Qualifications and skills:  Master Degree in the field of Education, IT, Business Administration or any related field
  • General professional experience: at least 8 years of professional experience in capacity development and management of an educational institution
  • Specific professional experience: at least 5 years of professional experience in school establishment and development, preferably vocational education institutions in the EU countries
  • Language requirements: English language – C1 level

 

Expert 3 & 4: Qualification Development Expert

  • Qualifications and skills:  Master Degree in the field of IT and/or education  
  • General professional experience: at least 8 years of professional experience in education and qualification development
  • Specific professional experience: at least 5 years of professional experience in qualification development including processes such as: development of OS, Curricula and TLMs, preferably in ICT vocational schools
  • Language requirements: English language – C1 level
