The module objective of the TC measure is: Vocational training and higher education increasingly meet the needs of the Jordanian labour market. The project is divided into three fields of action: (1) Strengthening the information base for improved cooperation between actors in two sectors of the future (2) Partnerships between universities and enterprises for improved employment prospects and (3) Establishment of a centre of excellence as a model institution for cooperative vocational education and training. The project's activities take place in the greater Amman area and, depending on the selection of cooperation partners and pilot institutions, will take place in other regions.

The Contractor provides advisory services aimed at ensuring that vocational training and higher education increasingly meet the needs of the Jordanian labour market. These advisory services are provided on a permanent basis by long-term experts and on request/demand-oriented by short-term experts.

The education levels 3 (Skilled) to 7 (Bachelor) of the Jordanian National Qualifications Framework are addressed. The focus is on economic sectors/professional groups with significant employment and income potential. The cooperation of TVET providers and higher education institutions with the private sector is to be institutionalised after so-called dual study tracks were established at several higher education institutions and in several study programmes in the first phase of the MOVE-HET project.

The main activities of the Contractor are the establishment, maintenance and management of expert pools for the provision of advisory services to Jordanian universities, vocational training institutions, government agencies, participating companies and other stakeholders in the development and implementation of cooperative and dual study programmes. Other important activities are the organisation and implementation of further education and training.

 

 

 

Experts' Profiles:

1. Specialist 1: Manager for further education and training of teaching and Training staff

  • Education: University degree (Diplom/Master) in economics, education, social or educational sciences or comparable fields; comparable fields are natural sciences, political sciences, communication sciences;
  • Language: Language proficiency in English, C1 of the Common European Framework of Reference for Languages and German, C2 of the Common European Framework of Reference for Languages;
  • General professional experience: 10 years of professional experience in further education; and Training of teaching staff at vocational or higher education institutions;
  • Specific professional experience: 5 years of professional experience in the delivery of practice-based, cooperative and dual vocational and/or higher education;
  • 6 years of leadership experience as team leader in projects or as a manager in companies;
  • 2 years of experience in MENA region projects;
  • 2 years of experience in DC projects;
  • Experience with setting up and using pools of experts in a project and member of a professional network (professional association, sectoral organisation, e.g. VDI, specialist conference.

 

2. Specialists 2 and 3: Cooperative Study Expert at the Al-Hussein Bin Talal University (AHU) in Ma'an and at the Jordan University for Science and Technology (JUST)

  • Education: University degree (Diplom/Master) in economics, education, social or educational sciences or comparable fields; comparable fields are natural sciences, political sciences, communication sciences;
  • Language: Language proficiency in English, C1 of the Common European Framework of Reference for Languages and German, C2 of the Common European Framework of Reference for Languages;
  • General professional experience: 10 years of professional experience in higher education as a teacher or in a management role in higher education administration;
  • Specific professional experience: 5 years of professional experience in practice-oriented, cooperative and dual higher education;
  • 4 years of leadership experience as team leader in projects or as a manager in companies;
  • 2 years of experience in projects in the MENA region;
  • 2 years of experience in DC projects;
  • Member of a professional network (professional association, sectoral organisation, e.g. VDI, Fachbereichstag).

 

 

3. International STE Pools

STE Pool A

  • Education: all professionals with a university degree (Diplom/Master) in Business, technical or social sciences, or comparable fields of study.
  • Language: Language proficiency in English, C1 of the common European
  • Framework of Reference for Languages;
  • General professional experience: Vocational educators (for counselling TVET institutions) or university teachers (for counselling higher education institutions) with 10 years of professional experience in each of the above-mentioned fields corresponding to 2. for which they are offered;
  • Specific professional experience: each FC with 5 years of professional experience in the Development and implementation of dual or cooperative study programmes;
  • 6 months work experience in the MENA region;
  • 6 months of experience in DC;
  • Relevant experience in building networks with companies (member of a professional network, a cooperation project or comparable activity) and member of a professional network (professional association, sectoral organisation, e.g. VDI, specialist conference).

STE Pool B

  • Education: all professionals with a university degree (Diplom/Master) in
  • Business, technical or social sciences, or comparable field of study;
  • Language: Language proficiency in English, C1 of the Common European
  • Framework of Reference for Languages;
  • General professional experience: 10 years' professional experience as a professional and Managers of companies from the sectors mentioned under 2;
  • Specific professional experience: 5 years of experience in cooperation with technical/college and VET institutions in the implementation of dual/practical qualification programmes;
  • 2 years of work experience in the MENA region;
  • 1 year experience in DC;
  • 6 months of experience in the training of in-company trainers and is a member of a professional network (professional association, sectoral organisation, e.g. VDI, specialist conference).

STE Pool C

  • Education: all professionals (FK) with a university degree (Diplom/Master) in Education or social sciences, or comparable field of study;
  • Language: Language proficiency in English, C1 of the Common European Framework of Reference for Languages;
  • General professional experience: Vocational teachers or university lecturers with 10 years of professional experience in vocational education and/or university pedagogy or didactics;
  • Specific professional experience (2.7.4): 5 years of professional experience each in the development and implementation of dual or cooperative VET or study programmes;
  • 2 years of work experience in the MENA region;
  • 1 year experience in DC;
  • 6 months of experience in training company trainers and/or teachers at higher education institutions and member of a professional network (professional association, industry organisation, e.g. VDI, specialist conference).
