The German Federal Ministry for Economic Cooperation and Development (BMZ) (the ultimate commissioning party) has commissioned GIZ to implement the overall project: “Innovation and investment for inclusive sustainable economic development – ISED”.

The Technical Cooperation (TC) module aims to reform and expand labour market oriented initial and further vocational education and training, the institutional engagement of industry in vocational education and training and the improvement of the regulatory framework in order to make more qualified technical and management specialists available to support the growth of green employment in the electricity sector and the promotion of Renewable Energy (RE) in Indonesia.

The module objective is therefore: The human resources, institutional and regulatory preconditions for green employment in the electricity sector are improved. The objective of the tasks to be performed by the contractor is:  

  • To set-up and manage a short-term-experts pool and avail national and international experts for assignments that contribute to and/or achieve defined indicators with the respective deliverables; 
  • To ensure the availability of quality technical expertise and advice. 

 

Experts' Profiles:

1. Coordinator (int.)

  • Master’s Degree in Educational Sciences or Economics or ocial sciences 
  • Advanced language skills in English (C1 level), Bahasa Indonesia is an advantage.
  • 8 years of professional experience in managing or backstopping complex development cooperation projects 
  • 8 years of professional experience in TVET, engagement of private sector in TVET and promotion of green skills, previous professional experience in RE skills development is an advantage
  • 5 years of management/leadership experience as project team leader or manager in a company
  • 5 years of professional work experience in Southeast Asia (region), of which is 3 years in projects in Indonesia
  • 5 years of experience working on DC projects
  • Previous experience in backstopping BMZ-funded projects and good knowledge of GIZ project management instruments and processes incl. Capacity WORKS, Do No Harm and Safeguards and Gender. 

2. International/Regional Short-Term-Expert Pool

  • Master’s degree or equivalent in fields relevant to the specific fields they will work in, e.g. TVET/ Educational Sciences, Economics
  • Advanced language skills in English (C1 level), Bahasa Indonesia is an advantage 
  • 6 experts with 10 years each of professional experience in relevant fields of the project
  • The respective experts should have the required amount of professional experience in years: 
    • 2 experts with each 10 years of professional experience in labour market-oriented TVET, vocational teacher training, development of job profiles, competency standards and curricula 
    • 2 experts with each 10 years of professional experience in the development of renewable energy incl. skills development for the construction, operation and maintenance/repair of solar PV, wind, biomass and/or thermal power generation  
    • 2 experts with each 10 years of professional experience in private sector engagement in TVET/human resource development incl. introducing or strengthening in-company training schemes as well as the establishment and strengthening of sector skills councils and developing capacities of private sector actors to partipate in the development of job profiles and competency standards
    • 1 expert with 10 years of professional experience in high-level government advisory services in policy and strategy formulation in the field of green skills/employment promotion and/or promotion of renewable energy. 
    • 1 expert with 5 years of professional experience in digital and blended learning approaches in TVET and further training
    • 1 expert with 5 years of professional experience in designing and conducting scientific labour market studies and previous experience in identifiying future skills needs for the renewable energy sector
    • 1 expert with 5 years of professional experience in setting up or improving MEL systems for DC projects 
  • All experts together 8 years (cumulative) of professional experience in Indonesia
  • 5 experts with each 6 years of professional experience in working in DC projects

 

3. National Short-Term-Expert Pool

  • 6 experts with a Master’s degree or equivalent in fields relevant to the specific fields they will work in, e.g. TVET, Educational Sciences, Economics, Renewable Energy or another relevant field
  • 6 experts with advanced language skills in English (C1) and native Bahasa Indonesia language skills  
  • 6 experts with 8 years each of professional experience in relevant fields of the project 
  • For the tasks described above the respective experts should have the required amount of professional experience in years: 
    • 2 experts with each 8 years of professional experience in labour market-oriented TVET, vocational teacher training, development of job profiles, competency standards and curricula 
    • 2 experts with each 5 years of professional experience in the development of renewable energy incl. skills development for the construction, operation and maintenance/repair of solar PV, wind, biomass and/or thermal power generation  
    • 2 experts with each 5 years of professional experience in private sector engagement in TVET/human resource development incl. introducing or strengthening in-company training schemes as well as the establishment and strengthening of sector skills councils and developing capacities of private sector actors to participate in the development of job profiles and competency standards
    • 1 expert with 8 years of professional experience in high-level government advisory services on policy, strategy and regulatory formulation 
    • 1 expert with 5 years of professional experience in digital and blended learning approaches in TVET and further training.
    • 1 expert with 5 years of professional experience in designing and conducting scientific labour market studies and previous experience in identifying current and future skills needs
    • 1 expert with 5 years of professional experience in setting up or improving MEL systems for DC projects 
  • All experts together  3 years (cumulative) of professional experience outside Indonesia
  • All experts together 8 years (cumulative) of experience in Development Cooperation 

4. Senior National Short-Term-Expert Pool

  • All senior experts with Ph.D degree or equivalent in fields relevant to the specific fields they will work in, e.g. TVET, Educational Sciences, Economics, Renewable Energy or another relevant field
  • All senior experts with advanced language skills in English (C1), native Bahasa Indonesia language skills is an advantage 
  • All senior experts with each 15 years of professional experience in relevant fields of the project
  • The respective senior experts of the pool should have the required amount of professional experience in years: 
    • All senior experts with each 10 years of professional experience in high-level government advisory services in policy, strategy and regulatory formulation
    • 1 senior expert with 15 years of professional experience in TVET, vocational teacher training and labour market-oriented reform of TVET
    • 1 expert with each 15 years of professional experience in the development of renewable energy incl. skills development for the construction, operation and maintenance/repair of renewable energy systems
  • All senior experts with each 5 years experience in a senior leading position in a public or private organization, institution or company 
  • All senior experts together  2 years (cumulative) of experience outside Indonesia
  • All senior experts together 8 years (cumulative) of professional experience in working on DC projects
