The Services requested under this assignment are subdivided into the following components:  

  • Component I: engineering, design and construction supervision of a greenfield Center of Excellence (CoE) (loan financed implementation measures).  
  • Component II: institutionalization, management, and operation of the CoE and training activities (grant financed accompanying measures).  

The project shall be located in Didi Digomi, in Tbilisi on a land plot of 1.9 hectare.
The CoE shall provide high quality TVET at international standards for the construction and logistic sector - offering training from crafts level up to engineering competencies for approximately 1.200 trainees.

The objective of the Implementation Consultant’s assignment is to provide expertise in engineering, design and construction supervision to the PEA to ensure an effectual realisation of the investment.  

The CoE shall be the first of its kind in Georgia. Thus, within the project, the necessary framework conditions (amongst others creation of flexible structure and respective a legal framework, development of a steering structure etc) for such an institution need to be developed with the Employer. The objective of the Accompanying Measure Consultant’s assignment is to provide institutional expert support and advice to ensure the proper and sustainable operation of the project as well as counterpart and teachers trainings in the respective occupational fields. 

 

Experts' Profiles:

Component I

1. Project Supervisor / Deputy Team Leader

  • University degree (vocational education sector)
  • At least 10 years of experience in TVET sector
  • 7 years of experience in management and implementation of similar projects as required in these terms,
  • Experience in TVET equipment planning and construction, institution building, operations of a TVET institution, teacher trainings
  • Experience in selection and specification of modern training equipment, tools, teaching aids and didactic material
  • Good communication and management skills and capacity to negotiate and develop good relations at work, at highest level.
  • Capability to lead multi-disciplinary teams, including individual consultants
  • Fluent English language skills
  • Have a management position and an employment status of at least 5 years within the company
  • Provable knowledge / experience in Renewable Energy / Energy Efficiency sector will be an asset
  • Georgian language skills will be an asset

2. Lead Architect / CAD Specialist 

  • University degree in Architecture
  • 15 years of professional experience in the same field as required in these terms,
  • Show broad International Experience in projects worldwide and the region
  • 7 years of professional experience in relevant fields (“greenfield” designing, preliminary and detailed design, final drawings, cost estimates, planning of energy efficient public buildings, preferably TVET schools)
  • Provable skills and experience in EE sector (licensed Energy Efficiency Advisor f.e.); sound knowledge on the EU Energy Eff iciency Directive
  • Fluent English language skills
  • Working experience in Georgia will be an asset

3. ESHS Expert

  • Minimum 10 years of professional experience in the field of environmental, social and/or health and safety issues on building construction projects

4. Procurement Specialist

  • Experience in international supplies and services, especially in procurement of training and ICT equipment and consulting services
  • Experience in international tendering of construction works
  • Experience with KfW Guidelines for the procurement of goods and services
  • Thorough knowledge regarding procurement processes (setup, regulations, tender procedures and evaluation)

5. Energy Efficiency Specialist

  • Licensed Energy Efficiency Consultant, familiar with energy calculations according to EnEV 2016
  • At least 10 years of experience with minimum of 5 EE projects per year for the past 5 years (preferably also in different countries and/or climatic zones)
  • At least 1 similar project (type and size of building) within past 2 years
  • Familiar with EU as well as national regulations for EE

6. Financial Administrator / Accountant

  • At least 7 years of working experience, incl. at least 5 years working with IFPs (during the past 7 years)
  • Experienced in Budget Controlling incl.:
  • Cost forecasting and monitoring
  • Billing, invoicing of construction projects and supply contracts
  • Familiarity with the KfW simplified direct disbursement procedure is considered an asset
  • Experience in financial reporting to international financing institutes

7. Pool of short-term technical experts

  • Construction Engineers, supervisors,
  • Architect, surveyor, CADD specialists,
  • Geotechnical engineers,
  • Vertical planners,
  • Quantity surveyors, cost estimators BoQ specialists,
  • HVAC engineers
  • Water supply/wastewater engineers,
  • Electrical engineers,
  • Tech and education specialists,

Component II

8. Institution Building Expert

  • University degree in public administration, education management, political science/governance or law with focus on institution building, or comparable
  • Minimum 10 years of professional experience in this field in developing countries, preferably in the region.
  • Experience in the preparation of development plans
  • Experience in drafting rules, regulations and operational procedures
  • Experience in capacity building of management staff

9. Lawyer/legal advisor

  • University degree in law or legal studies
  • Knowledge on current Georgian regulation in the TVET sector
  • Knowledge on relevant EU Standards

10. HR development specialist/ Legal advisor on work law

  • Higher degree in HR management or comparable
  • Experience in HR recruitment, management, development,
  • Knowledge of Georgian labor law,
  • Knowledge of Georgian payment standards/remuneration schemes, labor market

11. Training Expert on construction professions

  • Educational background: University degree in civil engineering, completed teacher’s training in construction sector or comparable
  • Experience in selection and specification of modern training equipment, tools, teaching aids and didactic material for the trades selected as well as in implementation of construction works is required
  • Experience in review and development of curricula
  • Work experience in the private sector
  • Experience in planning and implementing practical –trainings, preferably teacher training
  • Teacher training on occupational profiles
  • Procurement experience would be an asset

12. Training Expert on logistics professions

  • Educational background: University degree in transports/logistics, completed teacher’s training in transport/logistics or comparable
  • Experience in selection and specification of modern training equipment, tools, teaching aids and didactic material for the trades selected as well as in implementation of construction works is required
  • Experience in planning and implementing practical trainings, preferably teacher training
  • Experience in review and development of curricula
  • Work experience in the private sector
  • Teacher training on occupational profiles
  • Procurement experience would be an asset

13. Sociologist/ Monitoring and evaluation expert / Support staff

  • University Degree in Social sciences with focus on qualitative research and evaluation, statistics
  • Analytical skills
  • Min. 5 years of professional experience in this field
  • Excellent interpersonal skills
  • Good writing and presentation skills and ability to communicate effectively to diverse audiences. Fluency in both written and spoken English is obligatory

14. Financial Expert/Controller

  • Degree in Finance, Financial Management or Statistics related fields
  • At least 5 years’ experience in development cooperation
  • Good understanding of development project planning and costing
  • Added advantage: Experience in implementation of FC Projects,
  • Experience in business planning, accounting and financial management (preferably of TVET institutions or comparable

15. Marketing Expert

  • Degree in Marketing or comparable
  • Experience in leading position in marketing campaigns for public services/construction or logistics industry

16. Seasoned Consultant for supporting interim Management process of the CoE

  • Graduated in technical studies (logistic/construction) with pedagogical training
  • At least 10 years’ experience in running an international vocational training-institution with at least 500+students
  • Knowledge of the vocational training systems of different countries
  • Knowledge of cooperation with extracurricular partners
