The purpose of this contract is to support the preparation of a new modularised curriculum, based on the revised Occupational Standards (OS) for all occupations delivered at the VET schools. The action will also contribute to developing the capacity of all VET teachers and inspectors to revise and utilise the newly developed modularised curriculum. The action will also look into the linkages between the modules provided and certified under VET with the similar provided under apprenticeship and LLL programmes.

The Contractor will provide the necessary personnel and equipment to provide the services outlined in section 4.2 and to achieve the above mentioned results. The Contractor will pay the necessary attention to adequately adjust the necessary manpower resources to the planned tasks.

The interest of the Contracting Authority and compliance with EU standards are of paramount importance, over other relevant stakeholders and/or considerations.

 

Experts' Profiles:

Key expert 1: Team leader (minimum 500 days)

The Team Leader will be based in the northern part of Nicosia. S/he will travel when necessary across the northern part of Cyprus to visit the VET schools. S/he should spread his/her presence evenly throughout the duration of the contract. S/he will be responsible for managing the project and will carry out the following tasks:

  • Contribute directly to the implementation of all tasks;
  • Manage the inputs of the experts, according to the work programme;
  • Organise and implement the activities in this ToR in accordance with EC rules, being responsible for the achievement of the expected outcomes;
  • Attend meetings related to the Programme, called by the Contracting Authority or the local administration.

Qualifications and skills

  • Either a university degree awarded on completion of at least three years study in a University or equivalent institution; or an additional 4 years of professional experience (additional to the minimum number of years of general professional experience required below) related to VET education
  • Excellent communication, interpersonal, organisational and reporting skills
  • In-depth knowledge of VET policies of EU countries
  • Full computer literacy.
  • Excellent command of written and spoken English.

General professional experience

  • Minimum 10 years and up to 20 years of post-graduate professional experience in the field of VET education out of which at least 5 years acquired in a Member State, in a Member State of the European Economic Area or in a Candidate Country.
  • Minimum of 8 years of post-graduate professional experience in leading teams in the public or private sector or in public funded projects of a similar size, complexity and duration.

Specific professional experience

  • At least 8 years of post-graduate professional experience in reforming VET systems and implementing VET projects of similar size, complexity and duration;

 

 

Key expert 2: Senior Curriculum Development expert (minimum 480 days)

The Senior Curriculum Development expert will also be based in the northern part of Nicosia. S/he will travel when necessary across the northern part of Cyprus to visit the VET schools. S/he should spread his/her presence evenly throughout the duration of the contract.

Qualifications and skills

  • Either a university degree awarded on completion of at least three years study in a University or equivalent institution; or an additional 4 years of professional experience (additional to the minimum number of years of general professional experience required below) related to VET education.
  • In-depth knowledge of VET policies of EU countries
  • Full computer literacy.
  • Excellent command of written and spoken English.

General professional experience

  • Minimum 8 years and up to 15 years of post-graduate professional experience in the field of VET education out of which at least 5 years acquired in a Member State, in a Member State of the European Economic Area or in a Candidate Country.

Specific professional experience

  • At least 8 years of post-graduate professional experience in developing curriculum, training materials and linked testing and evaluation systems gained in projects of similar size, complexity and duration.

 

International non-key Experts in EU policies in the fields of vocational education and training, VET curriculum, qualification frameworks, and/or testing and evaluation systems in VET education.

National non-key Experts in vocational education and training system in the northern part of Cyprus, curriculum development and/or testing and evaluation systems.
