Against the background of rising population figures and insufficient (non-agricultural) employment opportunities, the employment of young people in rural areas represents a central challenge for Africa. This is also the case in Burkina Faso: About 70 % of the population live in rural areas and about 80 % are employed by the agricultural sector. Youth and women are the two majority groups in the working-age population. Approximately 64.3% of the working-age population are young people, of which 33.4% are aged 16 to 24 and 30.8% are aged 25 to 34. Also, 54.4% of the working-age population are women, compared to 45.6% who are men. Young women (16 to 35 years old) represent 64.8% of the female working-age population and young men (16 to 35 years old) represent 63.6% of the male working-age population (ILO, March 2016). To keep up with population growth, Burkina Faso would have to create at least 300,000 new jobs each year, but there are many obstacles, among them the lack of a favourable environment and a low level of education, especially among the rural population.

Due to limited employment opportunities in the manufacturing and service sectors, the agricultural and food industry must continue to provide a large proportion of the jobs and income opportunities for the young generation in the short and medium term. It is estimated that food demand will increase by 55 % due to a growing population and urbanization by 2030. Professionalization of smallholder farming, domestic food processing as well as increasing digitalisation of the agricultural sector offer growth and employment potential especially for the young generation. However, effective approaches to employment promotion in rural areas, especially for young people, have not yet been properly identified, sufficiently piloted and institutionalized in the development strategies of partner countries (core problem). The module objective for the country package Burkina Faso of the global project “Employment in rural areas with focus on youth” (in short: Rural youth employment - RYE) therefore is: “The training and employment situation in rural areas has improved, especially for young people”.

 

Experts' Profiles:

1. Team Leader (30 % intermittent)

  • University qualification in economics, adult education, geography, agronomy or related study topics
  • Very good business language skills in French (CEFRL: C1) and English (CEFRL: C1), German is an asset
  • 10 years of professional experience in rural development and/ or employment sector
  • 5 years in rural employment promotion
  • 6 years of management/leadership experience as project team leader or manager in a company
  • 3 years of experience in projects in West Africa (region)
  • 6 years of experience in DC projects
  • Experience in financial management

2. National Technical Expert 1 (100%)

  • University qualification in agriculture, adult education, agribusiness, or related fields
  • French (CEFRL: C1) as well as local languages relevant for the project region (CEFRL: C1)
  • General experience in Agricultural Extension, Education and Vocational Training, formal, non-formal and informal traininga environment in Burkina Faso
  • Specific experience in ATVET, digitalisation, food production and processing, value chain promotion, competence-based training
  • 3 years’ leadership/ management experience
  • 5 years’ experience working in Burkina Faso
  • 5 years’ experience working in DC

 

3. National Technical Expert 2 (100%)

  • University qualification in agriculture, agribusiness, economy, education or related fields
  • French (CEFRL: C1) as well as local languages relevant for the project region (CEFRL: C1)
  • General experience in Agriculture extension, Vocational Training, formal, nonformal and informal trainings  environment in Burkina Faso, Competence based training
  • Specific experience in entrepreneurship, promotion, incubation, matching, digital solutions, food production and processing, value chain promotion
  • 5 years’ experience working in Burkina Faso
  • 2 years’ experience working in DC and/or in private sector

4. Short-term expert pool

  • University qualification in agriculture, agribusiness, economy, adult education, information and communication technology or related fields
  • General experience in Agricultural Value Chain Development, Private sector development, Agriculture extension, Vocational Training, formal, non-formal and informal training, Competence based training
  • Specific experience in entrepreneurship promotion, incubation, matching, digital solutions (e-learning, blended learning, e-extension), business promotion, farmer cooperatives, agricultural finance, agricultural markets, digitalization, food production and processing, value chain promotion
  • 5 years’ experience working in West Africa
