The Project objective is to improve access to employment of vulnerable people in Azerbaijan. Vulnerable people are defined in accordance on the Law on Employment as beneficiaries of the Targeted State Social Assistance program, IDPs, refugees, women, youth, individuals with disabilities, long-term unemployed, individuals with less than two years until retirement, and former convicts.  The project will target in particular 4 of these groups: the TSSA beneficiaries, IDPs, women and youth who are either inactive or unemployed registered with SES. Employment refers to both self-employment and wage employment opportunities. The achievement of the objective will be measured by the following indicators:

  • Share of SEP businesses in operation 24 months after asset transfer, by vulnerable group
  • Employment rate among registered jobseekers, by vulnerable groups, including gender.

The proposed activities aim to improve and scale up the program, consistently with the recently adopted ‘Employment Strategy of the Republic of Azerbaijan for 2019–2030’19 and its Action Plan, laid out in the ‘Law on Employment’ (No. 1196-VQ adopted on June 29, 2018). The third priority direction on ‘increasing the scope and efficiency of the ALMPs and strengthening the integration of citizens in need of social protection and those who have difficulties in finding an employment into labor market’ points to the need to enhance the effectiveness and scale of interventions supporting entrepreneurship and self-employment. The project also seeks to design private sector pathways for the SEP beneficiaries with high potential to grow.

1. Project Manager (Int.)

  • Master degree in finance/economics or other relevant fields
  • At least 15 years of professional in related works and experience from at least 3 international projects

2. International Master Trainer

  • International certificate in TOT for entrepreneurs
  • Master of economics degree
  • At least 10 years’ experience in organization of TOT for business trainers in the field of SEP implementation

3. Labour Market Analyst (Int.)

  • Experienced and qualified labor market analysis specialist
  • Specialized in development of VTC modules
  • At least 10 years of related work in VTC modules development

4. Industrial and Business Process Expert (Int.)

  • Master degree on industrial and business processes to support the self-employed businesses
  • At least 10 years of experience on similar projects

5. Economist (Int.)

  • Master degree of economics and experience on developing TSSA exit strategies
  • At least 10 years of experience on similar projects

6. Environmental & Social Specialist (Int.)

  • Master degree of environmental and social sciences
  • At least 15 years of experience on donor projects such as WB, ADB, etc., and country or regional experience on similar environmental, social and employment projects

7. Psychologist

  • Master degree in social policy, social work or psychology science degree
  • At least 10 years of related work in development and conducting psycho-motivational skills trainings

 

8. Legal and Institutional Expert (Nat.)

  • Master degree of business laws, and experience on developing incentives and disincentives on business environment
  • At least 10 years of experience on similar projects

9. Psychologist (Nat.)

  • Master degree in social policy, social work or psychology science degree
  • At least 10 years of related work in development and conducting psycho-motivational skills trainings

10. Economist (Nat.)

  • Master degree of economics and experience on developing TSSA exit strategies
  • At least 10 years of experience on similar projects

11. Financial Expert (Nat.)

  • Master degree of financial management and experience on local accounting procedures and record keeping
