The core problem in Gambia is the lack of income and employment opportunities, especially for young people (15-34 years), who make up about one third of the Gambian population. The country's unemployment rate of about 30% is among the highest in sub-Saharan Africa, and youth unemployment even amounts to about 40%. At present about 70% of all unemployed in Gambia are teenagers. Compared to other sectors, agriculture continues to offer young people
the most employment opportunities (at present about 47,500 young people are employed in agriculture), but these are not very attractive for young people due to their low income.

Modernised horticulture, which also enables the storage, processing and marketing of agricultural products and thus encompasses the entire value chain, has more employment and income potential for young people. In addition, poultry farming and fisheries offer new income and employment opportunities.
However, these potentials have so far been neglected due to a lack of infrastructure and capital for young entrepreneurs and inadequate vocational training opportunities.

The overall goal of the program is to contribute to the stability and sustainable development of The Gambia through the creation of new employment and income opportunities, especially for the youth. This empowerment of the youth will be achieved by:

  • Financing basic infrastructure and equipment along selected value chains (horticulture, poultry, fish);  
  • Investing in vocational training and skills development for youth along the selected

 

Experts' Profiles:

1. Team Leader and Rural Infrastructure Development Expert (Int. Key Staff)

Qualification and skills

  • University degree in engineering or related subjects
  • Proven negotiation and moderation skills with senior decision makers
  • Computer skills (MS Office software)
  • Excellent interpersonal and communication skills  
  • Fluent in English

Generel professional experience

  • 10 years working experience
  • Management experience

Specific professional experience

  • Demonstrated expertise with rural infrastructure development
  • Experience with the management of rural infrastructure programmes
  • Experience with the identification, selection and preparation of individual  (investment projects) rural infrastructure projects
  • Experience in construction supervision
  • Experience as a team leader for Projects of similar size and complexity in developing countries
  • Working experience in developing countries
  • Experience with promoting private sector participation through a matching grant scheme will be an asset
  • Regional experience will be an advantage.

2. Financial and Procurement Expert (Int. key staff)

Qualifications and skills

  • University degree in economics, financing or related subjects
  • Negotiation and moderation skills with senior decision makers
  • Computer skills (MS Office software)
  • Excellent interpersonal and communication skills
  • Fluent in English

 

General professional experience

  • 8 years working experience

Specific professional experience

  • Expertise in financial management and procurement of works and services
  • Experience in KfW funded projects will be an added advantage
  • Experience with the management of disposition funds
  • Procurement experience with rural infrastructure projects covering technical issues such as preparation of tender documents, accompanying of bidding processes and drafting of contracts for works
  • A minimum of 5 years of experience as a key expert for Projects with similar magnitude and complexity in developing countries
  • Working experience in developing countries
  • Regional experience will be an advantage

3. Expert Pool (Int. & Nat. Experts)

Experience in developing countries and good knowledge of English & at least 5 years of specific experience in the are of expertise:

  • Works supervision
  • Monitoring and evaluation
  • Horticulture
  • Poultry farming
  • Fisheries and aquaculture
  • Training
  • Environmental and social aspects
  • Operational health and safety issues
  • Financial management
  • Youth and community development
  • Communication and public relations
  • Sectoral experience along the selected value chains (horticulture, poultry, fish) will be an advantage
  • SWM or institutional and organisational development
