The ongoing project „Professional Education in Central Asia (PECA)” supports amongst others the reform of professional education systems in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan on the example of the food processing industry. Working both at the level of vocational education (TVET) and of higher education (HE), special attention is given to employment orientation and the introduction of international quality standards. The idea of fostering  dual/cooperative education, i.e. the combination of learning within the real work situation and school-based learning, is at the centre of PECA’s initiatives. Moreover, the project actively pursues regional harmonization and compatibility of national professional education systems.

PECA’s objective can be summarized as follows: Normative and institutional foundations of employment-oriented professional education in Central Asia, particularly in the food processing sector, are improved. To this end, PECA promotes closer regional collaboration among the partner countries with a focus on dual/cooperative professional education. Using institutionalized steering and working structures, relevant actors develop common guidelines for reforming their national professional education systems. Respective approaches to national reforms are, in their turn, discussed and coordinated at the regional level (Output 1).

Another intervention area of the project aims at empowering relevant actors from politics, industry and the education sector in each partner country to jointly work on necessary national regulatory frameworks to promote a labour market-oriented professional education in the food processing sector. More concretely, selected sector-specific occupational and respective educational standards shall be developed or revised. In addition, concepts for dual TVET and cooperative HE shall be drafted. These standards and concepts are then to be introduced into educational programmes piloted under PECA and given as recommendations for the further development of national legislation in the four partner countries (Output 2).

The project promotes the establishment of sector-relevant educational  programmes at the levels of vocational and higher education in close cooperation with employers. Specifically, PECA supports the development and  implementation of a dual TVET programme “FoodTechnician” at selected  colleges in the partner countries. In the field of higher education, a cooperative Bachelor’s degree programme “Logistics” is conceptualized at one model university in each partner country. Furthermore, the project facilitates the development of demand-oriented academic education in the field of food  technology at Bachelor’s, Master’s PhD levels (Output 3).
Finally, PECA strengthens the role of chambers of industry & commerce, selected professional associations and technology transfer centres as major actors in their national professional education systems. Being facilitated by the project, these institutions enhance their respective service offers for companies and/or education institutions. As a central measure in this intervention area, PECA fosters the establishment of independent certification systems for professional qualifications in the partner countries (Output 4).

1. Team Leader (international short-term expert):

  • University degree (German ‘Diplom’/Master) in education studies, food technology, logistics or other relevant fields of study
  • Very good business language skills (C1) in English and German
  • General professional experience: 10 years of international professional experience in professional education
  • Specific professional experience: 8 years in educational governance and management in the field of TVET and/or HE
  • Leadership/management experience: 8 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 5 years of experience in projects in former Soviet Union countries, of which 2 years in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan
  • 6 years of experience in Development Cooperation projects

2. Technical Coordinator TVET (international short-term expert)

  • University degree (PhD) in education studies, vocational pedagogy or other relevant fields of study
  • Very good business language skills (C1) in English and German
  • General professional experience: 10 years of international professional experience in developing TVET systems
  • Specific professional experience: 8 years in educational governance and management in the field of TVET as well as in curriculum development for TVET programmes
  • Leadership/management experience: 8 years of technical, i.e. content-related management of TVET projects
  • Regional experience: 3 years of experience in projects in former Soviet Union countries, of which 2 years in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan
  • 6 years of experience in Development Cooperation projects

3. Technical Coordinator TVET (international short-term expert)

  • University degree (PhD) in higher education management, social sciences or other relevant fields of study
  • Very good business language skills (C1) in English and German
  • General professional experience: 10 years of international professional experience in developing HE systems
  • Specific professional experience: 8 years in educational governance and management in the field of HE as well as in curriculum development for study programmes; profound knowledge of the structural and quality criteria of the “Bologna Process”
  • Leadership/management experience: 8 years of technical, i.e. content-related management of HE projects
  • Regional experience: 3 years of experience in projects in former Soviet Union countries, of which 2 years in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan
  • 6 years of experience in Development Cooperation projects

 

4. Regional Coordinator (regional long-term expert):

  • University degree (Master) in education studies, social sciences, economics or other relevant fields of study
  • Language: Very good business language skills in Russian (C1) and English (C1), basic German (A1)
  • General professional experience: 8 years of international professional experience in education-related projects
  • Specific professional experience: 5 years of international professional experience as a senior expert in education-related projects
  • Leadership/management experience: 5 years of experience in the management of international projects
  • Regional experience: 10 years of working experience in Central Asia
  • 5 years of experience in DC projects

5. STE pool 1 (international short-term experts)

  • University qualification (German “Diplom”/Master) in education studies or vocational pedagogy or in food technology, or PhD or comparable in logistics
  • Very good language skills in English
  • General professional experience: 15 years of experience in the TVET sector, or 10 years of professional experience in the higher education sector
  • Specific professional experience: 8 years of professional experience in the governance of TVET systems and development of occupational standards or 8 years in implementing dual TVET approaches or 8 years in developing and implementing TVET curricula for food technicians or 8 years developing in implementing study programmes in the field of “Logistics and profound knowledge of the structural and quality criteria of the “Bologna Process”, or 8 years in developing and implementing cooperative HE approaches in collaboration with industry
  • 3 years of experience in countries of the former Soviet Union, or 3 years of experience in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan
  • At least 3 years of experience in DC

6. STE pool 2 (regionale / national short-term experts)

  • Qualification of a master craftsman in a specialty related to food processing (baker, butcher etc., depending on the specialties to be selected)
  • Very good language skills in Russian and English General professional experience: 10 years of experience in the TVET sector in the countries of the former Soviet Union 
  • Specific professional experience: 6 years of experience in the governance of TVET systems and development of occupational standards, or 6 years of experience in developing and implementing TVET programmes in a specialty related to food processing (baker, butcher etc.)
