The Closing Ceremony for the “Technical Support Consulting Services for Development of the Labour Market Information System and Career Guidance Services in Mongolia”, being successfully implemented under the Vocational Education and Training Project of Millennium Challenge Account-Mongolia (MCA-Mongolia) for one year, was held on 16th March 2012 in Ulanbataar.
In March 2011, the Consortium of APPLICATIO and PEM had started the project activities to create a National LMIS and build the foundation of the career guidance system for TVET students.
The project output has resulted in an integrated Labour Market Information System (LMIS) and Career Guidance Services (CGS) for Mongolia. The design of the system is based on an analysis of current and future needs of the Mongolian labour market.
Both the Labour Market Information (see www.hzzm.mn) and the Career Guidance systems (the on-line career guidance system provided by the project in Mongolian language is available under: www.mergeijl.mn) are designed in a user-friendly manner using the best available IT solutions to deliver the service nationally.
The sustainability of the system is supported by capacity building which supplies those responsible for its management and maintenance with the necessary skills. More than 120 people received training. In the framework of capacity building, the necessary capacity building has been provided for LECO staff to ensure the sustainability of the labour market information system: including web portal content updating, technical maintenance and training on an employment projection model. The core 17 Career Guidance Trainers, qualified by the consecutive four-week training of trainers, from all employment organizations in Mongolia are available to expand and develop the service. Those trained trainers conducted the four week CGS training for 52 social workers from TVET schools and specialists from LSWSOs in Aimags and districts.
The National Association of Career Guidance Counselors of Mongolia was established and will contribute enormously to the sustainability of the Career Guidance Services (see http://careercouches.blogspot.com).
Over 50 people attended the Ceremony representing Government organizations including Ministry of Social Welfare and Labour; Ministry of Education, Culture and Science; Labour and Social Welfare Services Office; Agency for Technical and Vocational Education and Training and Labour Exchange Central Office, Metropolitan Employment Department, as well as private sector, professional associations and TVET institutions and the newly established National Association of Career Guidance Counselors of Mongolia.
